Ambassador Oliver Owcza
Oliver Owcza has been appointed as German Ambassador to Qatar in September 2025. Previously he completed his assignment as Head of the German Representative Office to the Palestinian Authority with responsibilities for East-Jerusalem, the Westbank and Gaza. From 2018 to 2021 he served as German Ambassador to Libya.
As a career diplomat he served in a variety of security-policy and stabilization assignments. From 2012 to 2014 he acted as Germany´s Deputy Ambassador to Afghanistan and from 2017 to 2018 as Head of Division and Deputy SRAP for Afghanistan and Pakistan in Berlin. From 2015 to 2017 he was Head of the North-America Division in the Federal Foreign Office. Between 2000 and 2005 he served at NATO, within the Permanent Representation of Germany and as Political Advisor to SACEUR.
Further assignments included a tenure as Deputy Ambassador to the United Arab Emirates (2005-2008), Deputy Head of Germanys Task Force Humanitarian Aid (2008-2012) and at Germany´s Embassy in Mexico-City (1998-2000). In the academic year 2014/15 Oliver had been invited as Fellow to the Weatherhead Center for International Affairs at Harvard University. In 2012 he attended the UN Senior Mission Leader Course in Kigali/Ruanda.
Oliver is economist by training and holds degrees of the University of Cologne and CEMS / Ècole des Hautes Ètudes Commerciales in Paris. Previous to his academic training he completed his military service and a two years apprenticeship at Deutsche Bank. He is father of two children.
